LCRG Site Tour – 25 March 2025
On the afternoon of 25 March 2025, we hosted an informal site tour for members of the LCRG, in response to a request made during the February meeting. Attendees included Jodi Vermaas, Craig Thomson, Lysette Ashford, David Proctor and Matthew Mulkearns, while apologies were received from Anne Shaw and the LCRG Chairperson, Topsey Petchey.
The tour featured a walking tour of both the Summit and Base stations providing participants with an opportunity to gain insight into the building footprints of the proposed upgrades. A gondola ride was also included, stopping at key vantage points to view the proposed location and scale of the luge loading station as well as the extent and alignment of the proposed luge track.
Throughout the tour, LCRG members discussed a variety of topics, including the impact on flora and fauna, erosion points and mitigation strategies, luge design and safety, the visual impact of proposed structures, appropriateness within a state park setting, connectivity to the natural environment, and the cumulative effects of increased visitation on the region and local residents. As our consultants’ reports become finalised in the weeks ahead, we will prioritise updates addressing the questions on these themes and share with the LCRG and through ASE communications channels.
An additional tour will also be arranged in the coming weeks for LCRG members who were unable to attend, and the next official meeting will be scheduled soon after.

Local Community Reference Group - Eagle Upgrade Works
Arthurs Seat Eagle is undergoing a transformation to deliver a world-class, sustainable precinct that will celebrate the natural wonders of the Mornington Peninsula and beyond for visitors, both new and existing.
Recognising the importance of community involvement, Arthurs Seat Eagle is introducing a Local Community Reference Group (LCRG) to further engage local stakeholders and ensure the project’s inclusivity and success.
The purpose of the Local Community Reference Group (LCRG) is to:
- Facilitate the involvement of local community representatives in Arthurs Seat Eagle’s development plans.
- Provide insights from a neighbourhood perspective, especially regarding minimising community impacts.
- Identify opportunities and address potential issues collaboratively.
- Assist in resolving community concerns, wherever feasible.
For probity, an independent chairperson, Topsy Petchey (OAM), has been appointed to facilitate meetings, set, review and prioritise issues in collaboration with ASE and the LCRG. Topsy has 25 years of local government experience as a former councillor, four-term mayor and a consultant providing governance services to councils across Victoria.

The first meeting is scheduled to take place on 18th February, 2025, with an update to be provided to the community shortly thereafter.
