Upgrade Planning Process: Where Are We Now?

As part of the planning process, DTP requested additional information to rigorously assess our upgrade proposal against key planning criteria. This included how proposed plans will address traffic flow, bushfire risk, erosion control, wildlife protection, environmental impact, and local economic benefits. This stage, known as the Request for Information (RFI), required us to provide detailed modelling, specialist reports, and expert assessments.

In parallel, the Arthurs Seat Eagle team has been actively engaging with local groups and community representatives to gain a deeper understanding of different viewpoints and explore how community feedback can be effectively integrated into the evolving plans.

In the spirit of openness and to provide clarity on our proposal, this blog shares a summary of the key updates included in our formal RFI submission to DTP. We’re committed to keeping you informed as the project evolves and welcome your continued input.

Key Design Changes and What They Mean

Summit Station Upgrades – A Focus on Enhancing What Exists

We have removed plans for a new restaurant at the summit and instead propose to expand the existing café within the current leasehold. The updated design includes:

  • A refreshed outdoor deck that retains existing trees
  • A larger internal space for ticketing and retail
  • Use of locally sourced materials, like Dromana Granite, to reflect the natural character of the area

Observation Tower – A Slimmer, Greener Design

The observation tower has been reimagined as a more slender, sculptural form inspired by a twisted gum tree. Key changes include:

  • A reduced footprint and narrower viewing platform (now accommodating around 55 people)
  • Increase in proposed height to 34m to allow for unobstructed view lines, which is
  • Design theme more closely aligned to the surrounding gumtrees due to its twisted silhouette so that it better integrates with the surrounding environment
  • Sculptural elements and lobby entry points have been redesigned to give the building a more slender look,
  • Additional green elements, like climbing plants, to better blend into the landscape

Pedestrian Bridge – Removed

We’ve removed the proposed pedestrian bridge over Arthurs Seat Road in response to community and authority feedback, particularly regarding the preservation of view lines.

Instead, we’re improving pedestrian safety through:

  • Scheduled ticketing and traffic management staff
  • A shuttle bus to and from nearby Seawinds Gardens during busy days.
  • Better signage and designated drop-off zones during peak times

Luge Track – Shortened and more sensitive

The luge track has undergone substantial changes:

  • It is now 1440m long (previously 2360m)
  • The realigned track avoids environmentally sensitive areas, reduces tree removal, and preserves natural land contours
  • Elevated sections allow native animals to pass underneath safely
  • The luge platform will be built into the natural slope, with a landscaped roof to reduce visual impact

 Landscaping – Tree planting and erosion control

In addition to minimising environmental impact during construction, such as adherence to clearly marked Tree Protection Zones so as not to disturb flora and fauna, we’re committing to stronger environmental outcomes, including:

  • Planting over 25 native species to stabilise the landscape, prevent erosion, and support local wildlife
  • Rehabilitating cleared corridors along the gondola and luge routes with staged planting
