Permit Approval Granted for Major Arthurs Seat Eagle Upgrades on the Mornington Peninsula

Permit approval has now been granted for the Arthurs Seat Eagle upgrades, marking a significant milestone for one of the Mornington Peninsula’s most iconic attractions. This approval clears the way for the next phase of detailed design and delivery, moving the project from planning into implementation.

With approval from the Department of Transport and Planning, the upgrade will, once completed, help establish Arthurs Seat Eagle as one of Australia’s premier year-round tourism destinations and reinforce its role as a leading Mornington Peninsula attraction.

The project will significantly elevate the experiences provided to the Eagle’s visitors, introducing a new observation tower, Victoria’s first mountaintop luge ride, café expansion, and purpose-built indoor immersive experience centre.

Each aspect of the Arthurs Seat Eagle upgrades will breathe new life into Arthurs Seat Eagle, encouraging visitors to stay longer, explore all that the Mornington Peninsula has to offer, and support stronger year-round visitation beyond the summer season.

Observation Tower

Inspired by the original summit lookout, the new observation tower will reimagine a defining piece of the region’s history, inviting visitors to experience the Mornington Peninsula from an entirely new perspective. Nestled within the tree canopy, the tower will offer sweeping 360-degree views across Port Phillip Bay, Western Port, and the Peninsula’s striking foreshore, setting a bold new benchmark for scenic lookouts in the region.

The Luge

Victoria’s first mountaintop luge ride will introduce a new adventure-based experience to the Eagle, offering an exhilarating, family-friendly ride. The gravity-based ride will travel through bushland between the Base Station and Summit Station, offering a family-friendly activity that complements the existing gondola experience and further diversifies attractions on the Mornington Peninsula. This new addition promises a unique, unforgettable way to experience the landscape from a completely different angle.

Cafe Expansion

The expanded cafe will become a vibrant, welcoming hub with an enhanced menu, expanded seating, and a revitalised outdoor terrace. With space designed for casual dining, school groups, social celebrations and community events, it will offer a relaxed and vibrant hub for all ages, with a buzzing, elevated dining experience visitors will love.

Experience Centre

A new immersive experience centre will round out the upgrade, giving visitors the chance to explore the Peninsula’s coastal environment and cultural history through interactive displays, educational programs and sensory installations. From historic sand-dune formations to the sound of waves crashing along the foreshore, it will capture the diverse stories that shape the region.

Recognised by the Victorian Government as a Project of Importance, the upgrade comes at a pivotal time for the Mornington Peninsula, one of Victoria’s most significant tourism regions.

As the new Visitor Economy Partnership works to grow and protect the Peninsula’s $1.8 billion visitor economy and the jobs it supports, the upgrade strengthens a key attraction to meet rising demand. By enhancing the experience and expanding capacity, the Eagle is positioned to deliver greater economic benefits and support local businesses year-round.

Over the past 18 months, we’ve been grateful to work closely with the community as we’ve continued to shape the upgrade project through extensive community engagement. The local feedback gathered throughout this process has informed design refinements and ensured the upgrade reflects local expectations and community values.
